That's what I was thinking too. If you notice the Enzo above, it goes all the way across, but I'd bet the wheel wells are designed a bit differently.

im pretty sure that hks or whatever piece you provided about still has a significant amount of "parachute efect" a.k.a drag. Ive been studying and comparing the different designs on various models of ferraris and other cars at my work and just by simple common sense, unless that diffuser is connected all the way to the front bumper it still scoops air in and causes drag. Im not too sure though and cant say untill I see the piece in person, does it bend up in front to deflect the wind under the car or is open like the bumper. If it is it doesnt matter if the opening is all the way in the rear or in the middle, as long as the entire bottom is sealed off in some way that effect will remain.

it can give a gain without the complete underside being covered...we studied a case in particular on drag and negative lift coefficients with different underpanels on a ford taurus...it did make a difference...as to whether or not the rear section of this actually mounts flush to the car though (doesn't have an opening to go back underneath the trunk) I don't know and that would be of concern as someone may track the car and that would become a high pressure area with a low pressure venturi on the otherside...I doubt they were dumb enough to make be able to suck itself off of the car though ;)

Yup that is the HKS Kansai Rear Diffuser made of FRP. I really like it except for the $679 price tag. It's also available in carbon fiber for $775 -- CHACHINGGG!!.

From this picture, it shows that the leading edge does not bend upwards so it still might scoop air. However, maybe not as much as the stock bumper since this diffuser starts from right behind the differential. Both the diff and the gas tank seem to hang lower so it may deflect the air from being scooped in. Functional or not, it looks hot. Please, can somebody make it for less than half the price???

if you can get your hands on one, give it to Seibon, and they'll make 20 (min) for you...
