im pretty sure dive plates create a lot of drag. Thats one of the reasons you dont see them on tons of cars.

splitters are there so the high pressure air at the front of a car has something to push down on thus creating some downforce. And yea like pat said the closer to the ground the better, this causes the air that goes under the car to accelerate and creates a low pressure.

Idealy, you want to be infinitely close to the ground, but still be aerodynamically correct and not just a vertical plane inducing more drag. No air flow under the car and clean laminar flow over the car will produce a low pressure zone under the car "sucking" it down. Air flow over the car and under the car will produce lift like a wing. Since yo ucan't get your car directly on the ground, you use a splitter to creat a high pressure zone on the front to push the nose down.
