Some things are simple, some are complicated. This issue is complicated, but does have a simple foundation: money. All the other problems are solvable with it. But until you have it, you needn't bother solving them.
Just off the top of my head, over the last ten years, without thinking too hard... I'm remembering about six groups that pursued WRC status inside the US. Naturally they weren't public efforts. Funding stopped them all.

Simply put... popularity. The WRC has no relevant fan base in the US and when you partner that with the unbelievable cost of hosting an event here, well it doesn't look to promising.
